AI Chatbots Deliver ‘Unreliable and Biased’ Election Guidance, States Netherlands Regulator

AI assistants have been shown to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has stated, issuing warnings about a potential threat to democratic processes just over a week before the country’s general election.

Study Shows Consistent Bias in AI Suggestions

The four chatbots tested by the authority “often end up with the same two parties”, irrespective of the user’s question or command, the watchdog explained in a report released ahead of the 29 October election.

For over 50% of instances, the chatbot suggested either the right-wing PVV of Geert Wilders or the leftwing GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Some parties, such as the moderate CDA, “are rarely ever cited”, even when the voter’s query exactly matches the stances of these political entities, the report pointed out.

Official Warns Against Relying on AI Assistants for Election Advice

The vice-chair of the data protection agency, Monique Verdier, stated that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that might not correspond to their ideological beliefs, she added.

“This immediately affects a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We therefore warn against using AI chatbots for election recommendations, as their functioning is opaque and hard to confirm.”

Election Context and Party Dynamics

Netherlands citizens vote on October 29 in an electoral contest that will be keenly observed around Europe for the showing of the PVV.

The right-leaning group of Geert Wilders is ahead in surveys but the lead over the left-wing and centre-right parties appears to be narrowing, with many voters still undecided.

Every significant political faction have ruled out an alliance with the PVV, implying the runner-up party is most likely to provide the next prime minister.

Inadvertent Prejudice Attributed to AI Operation

The authority stressed that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a consequence of the manner in which AI assistants function.
